The aim for 2020 visa free travel for Indians is a long term effort. The campaign is directed both at Indian government and international governments.
We understand the concerns of foreign governments that seek to protect their economies from illeagal migrant workers and care for the security and well being of their country. To protect and defend their states, they have develop procedures and processes that should be understood and respected. If any of these processes violate human rights of any individuals, they need to be challenged. Other genuine processes of visa issuance, restrictions need to be addressed in a systemic manner.
Our effort starts with Indian government in issuing bio-metric passports for Indian nationals. The creation of UID scheme - Unique National ID for all Indians will be step in the right direction.
Once Bio-Metric passports are issued, additional security, financial guarantees, insurance can be added to these passports. It is also possible to address some of the concerns of visa authorities through creation of globally accepted bonds and insurance schemes that could be added to the biometric passports. Those posessing higher levels of guarantees, insurance and bonds inbuilt into their passports could claim visa free travel.
While bio-metric passports could be a reality for India within a decade, a system of reciprocity neds to be put in place. Indian government must ensure that Indian citizens are not denied visas arbitrarily and at whims of officers in violation of treaties and rules. When such denials take place, they must be taken up on inter-governmental levels by Indian Foreign Ministry and each case taken to a conclusion. Where large number of arbitrary denials of visa are common, a strict system of reciprocity needs to come into play without delay.
Indian pasport holders also suffer from corruption within the visa-issuance systems of many countries. Visa costs between countries need to be equal and reciprocal. |
